Relevance: 5/10
city_budget tax_policy zoning_or_development_meeting_or_approval

Summary

Alderman Matt Martin of the 47th Ward met with state lawmakers to discuss Chicago’s fiscal challenges and with city infrastructure heads to review capital improvements—including street light upgrades, sewer main replacements, and resurfacing projects—while also meeting with the Green Council on flood mitigation for parkways. He approved zoning changes for three projects: a 4‑story, 8‑unit condo at 4447 N Ashland, a rehab of a vacant 2‑story building into an 8‑unit rental at 3639 N Ashland, and a coach‑house addition at 2103 W Eastwood that creates an extra rental unit. Other announcements include the final weekend to vote on the 2026 Participatory Budget, the transfer of the North Center Senior Satellite Center to Catholic Charities, and a children’s book drive through March 31.

Email from 47th Ward Alderman

Hi neighbors,

Earlier this week, I traveled to Springfield to meet with State lawmakers about Chicago’s fiscal challenges. Year after year, we struggle to balance our City budget without cutting key services or raising taxes and fees that fall disproportionately on working families. And rather than taking hard-but-necessary steps to stabilize our finances, City leaders frequently kick the can down the road.

This approach prompted two credit rating downgrades several days ago, which will cost Chicago hundreds of millions of dollars in increased borrowing costs. In order to chart a path toward fiscal health, we must find new and more successful ways to collaborate with State leaders.

Today, I met with the heads of our City’s infrastructure departments to review capital improvements coming to our Ward later this year. These include:

  • Street light improvements along Berenice between Ravenswood and Damen, Ravenswood between Berteau and Montrose, and Ashland between Lawrence and Argyle;
  • Sewer main replacements around the intersection of Greenview and Cornelia, and along Lawrence between Leavitt and Oakley; and
  • Completing the resurfacing of Ashland between Montrose and Foster.

Beginning on April 1st, Catholic Charities take over responsibility for providing food, health care, and enriching activities at the North Center Senior Satellite Center. Catholic Charities recently hosted several listening sessions about the most important services that the Satellite Center provides. These sessions were open only to nearby residents at the Martha Washington, St. Vincent De Paul, and Belle Plaine Commons. In the coming weeks, another listening session will take place that will be open to the public. My office will share information as soon as those details are finalized.

Earlier this week, our Green Council met with local environmental leaders about ways to reduce flooding near City parkways (the space between sidewalks and curbs). One such opportunity is using native and stormwater-resilient seed mixes as the default option for parkways, rather than turfgrass. The Council also discussed opportunities to support EcoFest, our annual sustainability festival in late May at Welles Park.

I hope you all have an enjoyable weekend. If you’re looking for something to do, consider supporting a locally owned business by dining out during the annual North Side Restaurant Week.

Finally, this is the last weekend to cast your ballot for the 2026 Participatory Budget. Don’t forget to vote!

Yours in service,

Ald Matt Martin

Development

4447 N Ashland - Approved

Ald. Martin has decided to support the zoning change for the construction of a 4-story, 8-unit condo building on what is currently a vacant lot. All of the condos will be family-sized: two will have 4 bedrooms and 2.5 bathrooms, and the remaining six condos will have 3 bedrooms and 2 bathrooms. The building will also contain 8 parking spaces.

The applicant has agreed to incorporate multiple sustainable features, including EV chargers, bike parking, and a partial green roof. In response to community feedback, the applicants redesigned their original proposal by increasing the number of units from 6 to 8, and by revising the building material to brick that matches the nearby buildings.

This proposal is supported by the Ravenswood Neighbors Association.

3639 N Ashland - Approved

Ald. Martin has decided to support a zoning change that will allow the applicant to rehab a vacant 2-story building into a 4-story, 8-unit rental building. Six of the apartments will include 2 bedrooms and 2 bathrooms. A seventh apartment will have 3 bedrooms and 1 bathroom, and the final apartment will have 2 bedrooms and 1 bathroom.

The applicant has agreed to incorporate multiple sustainable features, including bike parking, EV charging for the two parking spaces, and new trees in front of the building.

This proposal is supported by the Southport Neighbors Association. The Lakeview Roscoe Village Chamber of Commerce has elected to remain neutral.

2103 W Eastwood - Approved

Ald. Martin has decided to support a zoning change that will bring the existing 3-flat and coach house into compliance with zoning law and allow for the construction of a modest addition to the coach house, which is currently vacant. The coach house addition will allow the owner-occupiers to move from one of the units in the 3-flat into their coach house and will therefore create an additional rental unit for the neighborhood.

This proposal is supported by the Heart of Lincoln Square Neighbors Association.
